Improvement of air quality in the municipality of Varna - Phase 1

Municipality of Varna is one of the 28th municipalities in Republic of Bulgaria, which has stations for air pollution observing. Each year results of the observation are reported to the European Commission. This results are used as subject to punishment according to infringement procedure No 2010/2109, which is already launched against Bulgaria for breaching of regulations for contamination levels of fine particulate matter in ambient air. City of Varna ,Devnya and Dobrich are defined as potentially dangerous for population's health because of overpollutioning of ambient air, according to the annual results of RIEW(Regional Inspection of Environment and Waters)-Varna. Main polluters of ambient air of municipality of Varna are factories, cars, public transport, domestic heating, construction sites, bad wind circulation in central area of Varna. Under Article 37., paragraph 4. of regulation 12/2010 for levels of sulphuric dioxide, nitrogen dioxide, fine particulate matter, lead, benzene, carbon monoxide and ozone in ambient air at 2014 is created "Project for reducing emissions and reaching normal levels of harmful substances in ambient air of Municipality of Varna" during the period 2014-2016. The project has to be updated to actual situation. Because of this reason the actual project is under development. Executing all activities of the project may contribute to reducing air pollutioning by reaching lower levels of the polluters. In general the program would be updated according to the active regulation system, requirements of OPE(Operative program "Environment") and the Instruction for developing of projects for reducing the emmissions and reaching established regulations for harmful substances, in areas for assessment and quality control of ambient air.
