Update of the program for air quality on the territory of the Municipality of Blagoevgrad

The project proposal provides operations considering the update of the ongoing program to reduce harmful atmospheric emissions of fine particulates and polycyclic aromatic hydrocarbons by preparation a complex program for reaching the established pollutant norms of fine particulates (PM10) and polycyclic aromatic hydrocarbons (PAHs) on the territory of the Municipality of Blagoevgrad. The duration of the current program for air quality is from 2015 - 2018. In accordance with Art. 27 of the Clean Air Act and art. 30 of Ordinance №7 / 03.05.1999 for assessment and management of air quality (AAQ), the Municipality of Blagoevgrad has been included in the list of areas for assessment and management of air quality in the Republic of Bulgaria as an area / territorial unit where air pollution with fine particulate matter (PM10) and polycyclic aromatic hydrocarbons (PAHs) have been isolated. Data for exceeding the established norms of PM10 and PAHs on the territory of the Municipality of Blagoevgrad are registered by continuous measurements in a permanent monitoring station of the National System for Environmental Monitoring. The update of the program for air quality in the Municipality of Blagoevgrad is a commitment under the national legislation, which is transposing the whole Directive 2008/50 / EC of the European Parliament and of the Council in regard of the ambient air quality and cleaner air for Europe. The data from the monitoring station located on the territory of the Municipality of Blagoevgrad are reported annually to the European Commission, as required by Directive 2008/50 / EC and are subject to criminal proceedings in violation № 2010/2109 for failure to comply with limits for PM10 air. The complex program for reaching the established pollunt norms of PM10 and PAHs will include targets, milestones and deadlines for achieving them, means for securing them, system for reporting and monitoring the implementation and system for evaluation of the results.
