“Development/update of a Program for reduction of the levels of pollutants in ambient air and achievement of established standards on ambient air quality, and planning of measures on improvement of ambient air quality within the Municipality of Shumen, which adequately reflect local conditions.”

The project proposal provides for development of a Program for improvement of ambient air quality (AAQ). For this purpose, the following will be conducted: -collection of available information relating to the process of AAQ assessment and management -study and analysis of the completeness of the available information -collection and analysis, if needed, of necessary additional information, related to AAQ assessment and management -integral assessment of AAQ in the municipality, subject of assessment and management -analysis of the reasons of exceeding the AAQ standards -analysis of the already planned and/or implemented measures for improvement of AAQ -dispersion modeling of the dispersion of pollutants and the contribution of individual emission sources, carried out for the base year, including the analysis of results of modeling -formulations of measures and/or projects for improvement of AAQ in a short-, medium- and long-term perspective -predictive modeling of impact of measures on levels of pollutants (PM10) for respective target (final) year of the program, according to a developed scenario for achieving the standards -predictive modeling of impact of measures on levels of pollutants (PM10) for an interim year, under programs with an action plan equal or exceeding five years -quantitative indicators of impact of further measures on levels of pollutants/reduction of the annual emissions as a result of the applied measure (tons/year) -estimated costs and funding sources for the implementation of measures in the action plan to the program -preparation of the preliminary draft of program for improvement of AAQ and coordination with the relevant REWI, stakeholders and environmental organizations or associations -preparation of the final draft of program for improvement of AAQ. The project proposal includes accompanying activities such as project management, publicity, and environmental procedures.
