Update municipal program to reduce contaminant levels and reach the established norms in the air in Asenovgrad Municipality

The project proposal includes an update of the municipal program for reduction of the pollution levels and reaching the established norms for air quality in Asenovgrad Municipality, according to Art. 27 of the Clean Air Act (CAA). Asenovgrad Municipality is part of Region for assessment and management of air quality (RAMAQ) - Plovdiv, according to the list of regions (including the agglomerations) for assessment and management of air quality (RAMAQ), approved by Order № RD 969/21.12.2013 of the Minister of Environment and waters. Asenovgrad Municipality is one of the 28 municipalities in Bulgaria with poor air quality according to indicator PM 10, NOx, etc., on whose territory there is a monitoring station, the data of which are reported annually to the European Commission, as required by Directive 2008/50/EC and are subject to criminal proceedings according to violation № 2010/2109 for failure to comply with the limits of PM 10 in the air, which is already in trial. Currently, the municipality has adopted and operates a "Program for reduction of pollution levels of fine particulate matter (PM 10) and cadmium (Cd) and reaching the established norms in the air with an action plan for 2016-2019 - Asenovgrad Municipality". The effect of the program and all the planned measures expire in 2019. According to the Guidelines for Applicants under procedure BG16M1OP002-5.002 "Development/Update of municipal programs for the air quality" Priority axis 5 of OP "Environment 2014-2020", Asenovgrad Municipality is an eligible candidate. In order to update the municipal program, planning of measures to improve the air quality, which can lead to reaching the set norms for air quality at the earliest stage, Asenovgrad Municipality has prepared this project proposal.
