Update of the Program for Management and Improvement of the Ambient Air Quality in the Municipality of Gorna Oryahovitsa

The project proposal incorporates an update of the municipal program for management and improvement of the ambient air quality in the Municipality of Gorna Oryahovitsa, according to Art. 27 of the Clean Ambient Air Act (CAAA). The Municipality of Gorna Oryahovitsa is part of the North/Danube region for assessment and management of the ambient air quality (RAMAAQ) with code BG0004, according to the list of regions(including agglomerations), for assessment and management of air quality, approved by Order № 969 / 21.12.2013 of the Minister of Environment and Water. The Municipality of Gorna Oryahovitsa is one of the 28 municipalities in Bulgaria with poor air quality in terms of PM10 (fine particulate matter) on the territory of which there is a monitoring station, the data of which are reported annually to the European Commission, as required by Directive 2008/50/EC and are subject to a criminal proceeding in violation № 2010/2109 for failure of the standard for the PM10 content in the ambient air, which is already in trial. Currently, the municipality has adopted the “Program for Management and Improvement of the Ambient Air Quality” in the Municipality of Gorna Oryahovitsa and Action Plan for a period 2015- 2020. The program’s action and its provisions expire in the year of 2020. According to the Guidelines for Application under BG16M1OP002-5.002 "Development / Updating of Municipal Programs for Ambient Air Quality" Priority Axis 5 of OP "Environment 2014-2020", Gorna Oryahovitsa is an eligible candidate. With a view to updating the municipal program, planning measures for improving the quality of the ambient air, which will lead to the achievement of the established Ambient Air Quality Standards at an early stage, the Municipality of Gorna Oryahovitsa prepares the present project proposal.
