Program for improvement of the quality of the atmospheric air in the territory of Sofia Municipality for the period 2021-2026

The project proposal includes actualization of the Municipality program for improvement of the quality of the atmospheric air on the territory of Sofia Municipality, according to Art. 27 of the Clean Air Act (CAA). Sofia Municipality is included in the list of regions (including agglomerations) for assessment and management of air quality, approved by Order № 969 / 21.12.2013 of the Minister of Environment and Water. According to this Ordinance on Metropolitan Agglomeration, the following indicators - PM10, PM2.5, B(a)P, NO2, SO2, O3, CO and C6H6 are given. The municipality is one of the 25 municipalities in Bulgaria with air quality deficient in the PM10 and NOx indicator, on whose territory there are monitoring stations, the data of which are reported annually to the EEA and the EC according to the requirements of Directive 2008/50 / EC and are subject to a criminal procedure under Violation No210 / 2109 for non-compliance with the limit values for PM10 content in the ambient air. At present, Sofia Municipality has developed a "Program for improvement of the quality of the atmospheric air in the territory of Sofia Municipality for the period 2021-2026" for the reduction of the emissions and the achievement of the established PM10 norms and an action plan adopted by Decision No 252 on Protocol No. 33 of 18 May 2017 . of the Sofia Municipal Council. The Program and the Action Plan expire in 2020. Due to the expiration of the program, Sofia Municipality is preparing the present project proposal for updating the municipal program for reduction of emissions and reaching of the established air quality standards for fine particulate matter PM10, fine particulate matter PM2,5, nitrogen dioxide (NO2) , ozone (O3) and carbon monoxide (CO) and benzo (a) pyrene (used as a marker for the carcinogenic risk of polyaromatic cyclic hydrocarbons (B(a)P) and planning of measures to improve the quality of atmospheric air the standards set for air quality.
