Development of a municipal program for air quality improvement of the Municipality of Smolyan

According to the provisions of art. 30 to Regulation № 7/1999, areas for assessment and management of the atmospheric air quality, the Municipality of Smolyan falls in an area where the levels of pollutant PM10 exceed the established norms and/or the norms plus the allowed tolerances from them. Order No. RD-969 / 21.12.2013 of the Minister of Environment and Waters has approved a list of the areas for assessment and management of ambient air quality. In Bulgaria there are 28 municipalities with poor air quality in terms of PM10 and NOx. These are municipalities in whose territories monitoring sites are located. The data of which are reported annually to the European Commission, as required by Directive 2008/50 / EC, and are subject to a penal procedure for Violation No 2010/2109 for non-compliance with content standards of PM10 in the atmospheric air, which is already in the judicial phase. One of these municipalities is Smolyan Municipality, where the reported number of exceedances of the "average annual concentration of PM10" and "average annual levels of PM10" are reported. In order to reduce the pollution with PM10, Smolyan Municipality has developed and implemented a Program and Action Plan with scope 2015 - 2020. The implementation of this project proposal will ensure the development of a air quality program, dispersion modeling, action plan and technical, financial and environmental measures analysis. The documents thus prepared address the main sources of air pollution, which will help to achieve the specific objective under priority axis 5 of OPE 2014-2020. Implementation of the project activities will also provide a basis to assist in the selection of adequate measures to improve air quality to local conditions. In accordance with Article 37, paragraph 4 of Ordinance 12/2010, in the regions where the established norms are exceeded, complex programs are drawn up to achieve the established norms for each individual pollutant.
