Improving ambient air quality in Municipality Montana through replacement of coal and wood heating appliances with alternative forms of heating

The overall objective of the project is to improve the ambient air quality in Montana by reducing PM10 emissions from domestic heating as one of the main sources of air pollution. The specific objective of the project is to replace solid fuel heaters of households with alternative types of heating devices. The project will be implemented in two stages. During the first preparatory stage, all the actions necessary to realize the investment will be carried out. There will be an educational campaign among the population, explaining the eligible alternative forms of heating and the conditions for participation in the replacement scheme. A survey of residents' attitudes towards replacing their solid fuel heating devices will be carried out. Environmental, economic and social analyzes will be developed, criteria and mechanisms for prioritization of neighborhoods / zones will be developed for the application of different heating options and contribution to the reduction of PM10 emissions. Through site visits at the premises/households, real technical parameters will be examined to replace the devices. The first stage will conclude with the preparation of a comprehensive vision for the Montana municipality on the approach to be applied for the replacement of solid fuel heating devices. During the second investment stage, on the basis of the results achieved in the first stage, Montana municipality will conduct procedures for selection of contractors and will carry out the main investment activities for the dismantling of the old heating devices and for the delivery and installation of the new heaters / systems according to the adopted parameters. The environmental benefits of the project will be expressed in terms of the amount of PM10 emissions saved. The socio-economic benefits of implementing the project relate to improving the health and quality of life of Montana residents and increased public awareness on air quality issues.
