Improving air quality in Dimitrovgrad Municipality by replacing solid fuel household heating devices with alternative types of heating devices

The main goal of the project is to improve the ambient air quality in Dimitrovgrad municipality by decreasing the emissions of PM10 from household heating - one of the main sources of air pollution. The specific goal of the project is to replace solid fuel household heating devices with alternative types of heating devices. The project will be implemented in two stages. During the first preparatory stage all actions necessary for the realization of the investment will be carried out. An information campaign will be conducted among the population to clarify the feasible heating alternatives and the criteria for participation in the scheme for replacement of heating devices. A survey will be conducted among the residents who use solid fuel for heating in order to identify their attitudes towards replacement of the currently utilized heating devices. Environmental, economic and social analyses will be conducted, criteria and mechanisms will be elaborated for prioritization of the areas/zones under different heating options and contributions to the decrease in the quantity of PM10. On-site visits of the households will be used to examine the actual technical parameters and determine the projected number of households. Afterwards, an overall vision will be elaborated for the approach that Dimitrovgrad municipality will apply in order to replace the heating devices that use solid fuel. Documentations will be prepared the public tenders that will be conducted during Stage 2 as well as a recommendation for the parameters of the second stage. During the second investment stage, on the basis of the results achieved during the first stage, Dimitrovgrad municipality will conduct tender procedures for selection of contractors and will carry out the main investment activities of dismantling the currently used heating devices and of delivery and installation of the new heating devices/systems in compliance with the set parameters.
