Improving Air Quality in Vidin Municipality

The present project aims to improve the quality of air in Vidin Municipality by reducing FDP10 emissions from domestic heating as one of the main sources of air pollution. The specific objectives are analyzes and definition of concrete solutions for the reduction of FDP10; replacement of household solid fuel appliances with alternative types of heating. The project will be implemented in two phases. In the first phase, all the actions for the preparation of the investments will be carried out. An awareness/training campaign will be organized and conducted among the population on the possible alternative forms of heating and the conditions for the participation of the population in the replacement scheme. A survey of residents' attitudes towards solid fuel heating will be carried out to replace the heaters used by them. Environmental, economic and social analyses, as well as criteria and mechanisms for prioritization of neighborhoods/areas in the populated areas of the municipality, will be developed for the implementation of different heating options for contributing to the reduction of FDP10 emissions. The sites/households will be studied about the actual technical parameters for replacement with alternative heat sources. The first phase will conclude with a comprehensive vision of the Vidin Municipality for the replacement of solid fuel heating devices. In the second investment phase, on the basis of the results of the first phase, Vidin Municipality will select contractors as per the requirements of the PPA for the investment activities for dismantling the used heating devices and for the supply and installation of the new heating appliances/systems according to the technical solutions of phase I. The environmental benefits will be saved FDP10 emissions and improved air quality. Socio-economic benefits will be improved health and quality of life for the population of Vidin Municipality and increased public awareness of the need to improve air quality.
