Development of an Ambient Air Quality Program of Ruse Municipality for the period 2021-2026

Ruse Municipality has poor air quality under indicator PM10 and PM 2,5 and is on the list of areas for assessment and management of ambient air quality (AAMAAQ) approved by Order No. RD-969/21.12.2013 of the Minister of Environment and Water. Thus, it is necessary to develop an up-to-date Ambient Air Quality Program according to the legal provisions. The project proposal envisages the development of a program of Ruse Municipality according to Art. 27 of the Clean Air Act for reducing pollutant levels and reaching the approved ambient air quality (AAQ) standards and planning adequate measures for the local conditions for improving AAQ that will lead to the achievement of the established AAQ standards. The program period should be 2021-2026 due to the existence of an active program of Ruse Municipality for the period 2015-2020. Within the project framework Ruse Municipality will implement the following main activities: - conducting an environmental assessment and/or conformity assessment procedure under Chapter VI of the Environmental Protection Act and/or Art. 31 of the Biodiversity Act, Ordinance on the terms and procedure for environmental assessment of plans and programs and Ordinance on the terms and procedure for conformity assessment of plans, programs, projects and investment proposals with the object and purposes of conservation of the protected areas, if necessary. - development of a municipal program for AAQ in accordance with the requirements of Section I of Annex № 15 of Ordinance №12/15.07.2010 and Instruction for development of emission reduction programs and reaching of the established harmful substances norms in AAMAAQ, where the established norms are exceeded. The project also envisages compulsory activities under the Guidelines for applying under the procedure - Organisation and management and Information and Communication measures. The expected result of the project implementation is a developed AAQ Program, adopted by the Municipal Council.
