Conduction of Evaluations of the implementation of Operational Program "Environment 2014-2020"

Effective management of the operational programme is ensured through constant monitoring and through conduction of evaluations, that are a key instrument for follow- up the results of cohesion policy and reporting on progress towards the implementation of the strategic objectives. The conduction of evaluations is stipulated in art. 56 of Regulation 1303/2013, according to which the MA of each operational programme should ensure evaluations, including evaluations to assess the effectiveness, efficiency and impact, are carried out, as well as to ensure appropriate follow-up of the recommendations in each evaluation. The evaluations are instrument for follow- up the results achieved with EU public funds and are designated both for the specialized administration responsible for the implementation of the ESIF and for the general public. During the programming period 2014- 2020 the monitoring and the evaluations put accent on the objectives and the results achieved through implementation of policies not only the the absorption of funds. The impact of each operational programme should be evaluated in the light of targets that each European structural and investment fund puts it to achieve the objectives under EUROPE 2020 Strategy for smart, sustainable and inclusive growth. The evaluations shall be used for: - to gather information on the effectiveness, efficiency and impact of operational programme implementation, appropriateness of the management mechanisms, to identify problems and best practices ("What works and what does not"); - timely determinate the necessity to change the OPE 2014- 2020; - to ensure reliable database for following evaluations; - lessons- learning for the next programming period; - to develop the administrative capacity in the scope of evaluations and to encourage the debate for quality of the programmes that are implemented under the financial support of ESIF and their evaluations.
