Pursuant to activity 6 of the Strategic Plan for Technical Assistance of OP "Environment" 2014-2020 "Provision of external expertise and technical assistance in support of management and implementation of OPE 2014-2020" , the budget line will provide support for: 1. Provision of expert support by the European Investment Bank (EIB) in implementation of projects for construction of WSS infrastructure under OPE 2014- 2020 in designated disticts of 16 WSS operators in order to ensure fulfillment of normative obligations to achieve full compliance of the agglomerations with more than 10 000 pe with the requirements of Directive 91/271/ EEC. According to the OPE requirements, the preparation and implementation of projects in the water sector follows a regional approach, based on the principle that water supply and sewerage infrastructure will be financed in consolidated districts, served by one waster supply and sewerage operator (WSSO), based on one Regional Feasibility Study (RFS). The Operational programme "Environment 2014- 2020" through priority axis 1 "Water" provides financial support in the water sector, especially to support measures related to effective management and sthrethening the institutional capacity of the water supply and sewerage sector, regional investment planningand improvement of the water supply and sewerage infrastruture. Taking into account the complex and compound nature of the OPE projects, aiming at construction of WSS infrastructure, targeted expert support is identified as a necessity for achievement of effective management and implementation of the envisaged strategic investments in WSS sector.
