Major Renovation /Reconstruction/ of "St. Sofia" Center for Temporary Accommodation

This project is essential for Sofia Municipality' (SM) commitments regarding Investment Priority "Social Infrastructure" of the Investment Program. The project will undertake major renovation /reconstruction/of building and implementation of energy efficiency (EE) measures (in accordance with an investment project and building permit), as well as equipment upgrade of res.soc.service for homeless persons - "St.Sofia" Temporary Accommodation Center (TAC). The building is located in Sofia, Ilinden Distr., Zah.Fabrika Res.Compl., 10 Bilyanini Izvori Str., 51A Building. It is included in the Investment Program of SM, as well as in the Integrated Urban Reconstr. and Developm. Plan of Sofia (Predominantly Social Area, Ilinden Distr.: C1 Northwest-West, C1-08-08). Ensuring renovated municipal infrastr. for providing the "TAC" soc.service, is an eligible activity under the procedure. "St. Sofia" TAC is placed on two floors of the building (entr.A), along with a small room of the guards on 1st fl. For these reasons, the grant funding covers only the eligible construction activities for this service, as well as other eligible activities described in the Guidelines. The costs for all the interventions over the rest part of the building are to be funded with own financial resources (out of the grant). The building is in condominium mode, established by the law, with the largest shareholder being the SM. During the project implementation, it is foreseen the candidate-users of "St. Sofia" TAC to be directed to other TACs in the city. The renovation, modernization, provision of EE measures of the building the new equipment of "St.Sofia" TAC under this project, are the elements of the necessary material basis for improving the quality of this social service for homeless persons, as well as for a lasting positive impact on the target groups and for improving their opportunities for social inclusion, without discrimination on the grounds of religion, gender or ethnic origin.
