Integration of marginal societies through the construction of social infrastructure for the town of Haskovo

The project proposal includes a system of complex activities, aiming to achieve sustainable improvement in the economic, social and demographic situation in the city by providing shelter and basic living conditions for marginalized groups and citizens in need who cannot afford their own home or have no ability to pay a rent corresponding with the market prices. The project activities include the implementation of measures for construction of modern social housing for vulnerable and disadvantaged groups of the population, improvement of the adjoining infrastructure, development of accessible architectural environment, equipment for the premises. The social infrastructure consists of three four storeyed buildings with 16 apartments on each floor (48 apartaments altogether). The procedure of application for the rennovated social houses will be separated from the common housing policy of the Municipality and the amount of the rent will be based on the principle of presenting access to homes for the most disadvantaged people, in order to satisfy their basic daily wants. The measures for accomodation in social houses for the marginalized groups, including roma, will be combined with other interventions in the field of education, health services, social inclusion and employment, which will lead to implementation of integrated approach to the problem. The main activities included in the project are: - Organization, management and internal monitoring for achievement of the goals; - Construction works and implementation of measures for accessible architectural environment; - Delivery of equipment; - Measurers for supervision of the construction works until obtaining a certificate of putting into operation. - Measures for publicity and communication of the project aiming to disseminate the results of the project and the financial contribution of ERDF; - Independent financial audit of the costs.
