Partial rehabilitation and building refurbishment of the Youth Municipal House in the town of Shumen, including energy efficiency and favorable safety accessibility renovation.

This Project proposal aims to improve access to cultural life, by renovation and modernization of the cultural infrastructure in the town of Shumen. Construction and installation works, envisaged for the execution in two stages, aim at creating a better and comprehensive environment for the Youth Municipal House in the town of Shumen the object of intervention, include: refurbishment and renovation of the foyers, complete repair and renovation of the underroof covering for the flat roof of the building and complete renovation of the facades, as well as thermal insulation and replacement of windows and doors joinery; providing an accessible environment by construction of special ramps, a staircase platform and an external panoramic elevator, refurbishment of sanitary facilities and repair and renovation of the Concert Hall. Implementation of measures envisaged will significantly improve conditions for organizing, supporting and implementation of cultural policies in Shumen municipality. The Project proposal will contribute to promote wider and accessible range of services. Completion of envisaged measures for ensuring an accessible environment is another important aspect, which will facilitate the integration of people with disabilities. Renovation and modernization of the Youth House will have a beneficial impact on regional and local development, it will expand the opportunities for socialization of different groups of society by creating a more modern and comprehensive environment for communication and will improve access to the offered cultural, educational and entertainment services, such as various art, creative and societal events, as well as urban, municipal, regional, national and international; conferences, seminars, concerts, performances, exhibitions, meetings, discussions, lectures; youth and student initiatives, other non-governmental organizational events, and etc.
