Construction of social housing for accommodation of minority and socially disadvantaged groups in Orel district, meeting the modern hygienic requirements

The project proposal is part of the approved Investment programme of the Municipality of Razgrad and it is included in investment priority "Social Infrastructure". It foresees the construction of social housing meeting the modern norms and hygenic requirements for accomodation of minority or socially disavantaged groups. In the east part of Orel residential district, Razgrad, a total of 4 three-storey buildings will be constructed with single-type scheme of 4 appartments per storey (a total of 48 appartments with capacity for accomodation up to 170 individuals). The apps. include homes for two, three, four and four + one inhabitants. Each home consists of all rooms, zones and areas with the respective equipment necessary for full functioning and creating a comfortable, cozy and aesthetic environment for its users. There is one parking space per appartment, playgrounds and alleys, a park for sports and recreation, landscaping. With a view to more economical and effective implementation of energy efficiency measures for each building, the most compact volume-space solution will be sought. Buildings and surrounding spaces will meet the requirements of an accessible environment. The social housing are intended for the following target groups: - homeless people and / or those living in very poor living conditions; - parents with children, including underage parents, large families, children with poor health and disabilities; - people at risk of poverty and social exclusion; - minority groups. The apartments will be distinguished from the general municipal housing, the approach in determining the rent will be different and will be based on the principle of providing access to housing at the most needy social groups of socially acceptable price, which would also permit the use of social housing and the satisfaction of all other household needs of the persons.
