Establishment of Temporary Accommodation Center / TAC /

The site proposed for support is a new construction of a building intended for a Temporary Accommodation Center / DDH / in the territory of Dupnitsa Municipality, Dupnitsa. This is a measure from the Social Infrastructure group except for social housing. The OPRD grant only finances infrastructure which is 100% municipal property and will not be used for carrying out economic activity. The provision of services is a responsibility of the municipality: according to Art. 18a of the OSA, responsible for the management and provision of social services, delegated by the state activities and local activities are the municipalities. This fact is of utmost importance in view of the opportunity given to municipalities to develop and manage services for disadvantaged people on the basis of the specific needs of the population of the municipality. In this case, municipalities do not carry out economic activity, but act as public authorities conducting social policy on their territory. As such, they have an obligation to plan, manage and determine what social services are to be provided on their territory at a local level (in accordance with the OSA and its Implementing Regulations). In support of what has been said, Dupnitsa municipality has a specific investment intention and the will to build a temporary accommodation center with a capacity of 10 places as a place of residence for homeless people, with a maximum of 3 months within the calendar year. the need can be extended to 6 months, support for inclusion in training and retraining courses and / or for finding work, as well as for social adaptation of the users.
