Renovation / reconstruction of the administrative building of the Municipal Administration

The project proposal provides the implementation of energy efficiency measures in the building of Municipal Administration - Kyustendil. The building is located on the square Velbuzhd №1 and was built in 1894. Currently, the building is considered an architectural monument with an area 4506 square meters. Based on the conclusions of theprepared technical passport report , the current status of the building does not satisfy the requirements of Article 169 of the Law on Spatial Planning in terms of energy efficiency, safe operation, noise protection and environmental protection. Compared to other municipal buildings this one has an extremely high need for renovation and potential energy savings. Therefore, the project proposal includes the realization of the provisions of the technical passports measures that will lead to the achievement at least class C energy consumption of the building in accordance with the purposes of this procedure. Better performance of the building within the scope of intervention will significantly reduce operating costs for the building and will contribute to the extension of its life cycle. The project is aimed at implementing the following thematic objectives in accordance with the General Regulation №1303 / 2013: Thematic Objective 4 Supporting the transition to a low-carbon economy in all sectors. Interventions within the project proposal will contribute to achieving the indicative national targets for energy savings in 2020 under the National Action Plan on Energy Efficiency 2014-2020 aiming. By supporting adequately address the problems associated with the increased migration to major and medium-sized cities, better quality of life and the supply services and modernization of public infrastructure in the town of Kyustendil and stimulate urban-rural relations. Activities for energy upgrade will extend the life of the building, reduce maintenance costs and help reduce greenhouse gases.
