Increasing energy efficiency in municipal administrative building - town of Devin, Devin Municipality

The municipal office building was built in 1976. It is free standing and consists of a body with a staircase. It has three floors and a semi-basement. It was first used as military headquarters. Curently the building is a functional purpose for administrative services. The first floor houses the Directorate of Social Assistance, the second floor houses the regional Directorate Departament of Agriculture- Smolyan; directorate of the Labour office. The third floor houses the Territorial Directorate of the National Revenue Agency office for Devin and the Local taxes and fees to the Municipal administration. The group floor houses the archives.The building works five days a week.Employed staff is 57 people. The departments housed in the administrative building, serves not only the residents of the municipality of Devin, but also two neighboring municipalities- Borino and Dospat. The window frames of the building are different types throughout .The majority of it is glued wood, however the first floor frames were partially replaced in 2007 with PVC frames with double glazing. The building is heated by electricity, the mode of heating corresponds to the regime of residence. Overall, the total annual energy consumption is well above the reference value.This is due to the hight heat loss through the buildings outer shell-walls, roof and windows. The potential for reducing energy consumption is linked to the introduction of energy saving measures. This project proposal is aimed at improving the energy efficiency of the municipal administration building and will be achieved through: -Thermal insulation of exterior walls; - Thermal insulation of the roof; - Thermal insulation of the floor; -Replacement of windows; - Replacement of heat supply - Replacement of lighting fixtures
