Improvement of the energy efficiency of administrative buildings on the territory of the municipality of Samokov – the building of the municipality, the building of the regional police station, the building of „Avksenti Veleshki” school

Description of the project proposal The buildings, subject of the present proposal include: 1. Building of the municipal administration with area 4165 m2; (2) Ritual hall with an area of 670 m2; (3) Hot connection and an underground garage with area of 1546 m2. 2. Building of School "Metropolitan Avksentij Veleshki" in the town of Samokov with total area of 4047 m2. 3. Building of Regional Police Station in the town of Samokov with total area of 2 762 m2. It is envisaged to implement energy efficiency measures that are prescribed as mandatory for buildings in the energy audit. The main effect of the implementation of the measures is to improve the energy efficiency of buildings, which will directly contribute to reducing final energy consumption and indirectly - to reduce greenhouse gas emissions. The additional effect is as follows: • providing cost-effective operation of public buildings, which will allow to continue sustainable management and maintenance, in order to provide better and additional services to the population and thus contribute to reducing the rate of migration to larger cities; • preserving the traditional functions of the city related to the supply of public services not only for its people but also for the population of the county; • set good practice locally, to promote the application of similar measures funded both from the national budget and from other sources. The specific objectives are related to: • increasing energy efficiency in public buildings included in the project proposal thus achieving as a minimum class C of energy consumption and reducing energy costs; • improving operational performance to extend the buildings’ life cycle.
