Sustainable development and modernization of the emergency medical care system in Bulgaria is a main priority in the National Health Strategy 2020. The specific objectives, measures and actions for its implementation are set out in detail also in the Concept of development of emergency medical care system in Bulgaria 2014-2020. In fulfillment of the goal of these strategic documents, the MoH implements a number of projects aimed development and renovation of the buildings and necessary equipment and training of the emergency medical care system teams staff. The present project has been prepared in compliance with these measures. It is aiming to introduce for the first time in the country a provision of 24/7 medical emergency air transport service of emergency patients to proper hospital to ensure adequate treatment incl. transplantation cases a minimum 1 medical helicopter provided with modern avionics and the necessary medical equipment for emergency patients will be purchased. In the implementation of the project the crew and the medical teams will be provided with the necessary training. The MoH will prepare the necessary logistics base, incl. for maintenance and repair services of the helicopters, on one hand as a condition for ensuring the sustainability of the achieved results and on another as a basis for further development of the service aimed equally coverage on the territory of the country with aircraft for medical purposes, in order to ensure equal access of the whole population to this service. Target groups are all potential users of the emergency medical care services. The project aims to provide equal 24/7 access to emergency medical care for diagnosis and treatment in cases where the ground transport time exceeds by more than 30 minutes the expected air transport time. This will significantly contribute to saving emergency patients lives, as well as it will increase the capacity to respond to disasters, accidents or catastrophic circumstances
