New Opportunity for Children and Young People in Vratsa Municipality - Project 1

The main purpose of the project is to secure effective social infrastructure intended to give a new type of residential services in the community that will have to replace the institutional model for childcare with a childcare closer to the family environment. The range of the social services on Vratsa Municipality’s territory will expand by building, furnishing and equipping a Center of family-type accommodation for children (CFTAC) with a capacity of 12 places and completion of activities involving reconstruction, repairs, furnishing and equipping of building in order to create new social services: Transitional home (TH) for children with capacity of 8 places and a Monitored home (MH) with capacity of 6 places. The building of the social service infrastructure is in accordance with the National strategy “Vision de-institutionalization of the children in the Republic of Bulgaria” and the updated Action plan for its implementation. The project improves the awareness for social inclusion of children and youth that are currently placed in institutional care, medical day care for children and continues the process of de-institutionalization. The target group of the CFTAC consists of children without parental care that are left without opportunities to remain or to be sent back to their biological family, placing in a family along with relatives or a foster family. For the Transitional home – children from 15 to 18 years old, taken out from specialized institutions; for the Monitored home – people aged 18 – 21, that have left the specialized institutions and transitional and protected homes and are about to begin independent life. After the project is over the build/repaired infrastructure will provide social services that will be supplied from Vratsa Municipality. In order to secure sustainability the Municipality will submit a project application to Operative programme “Human resources development” and the take action to make the activities delegated by the state.
