The project proposal of Dupnitsa Municipality corresponds entirely to the successful continuation of the deinstitutionalization, process by replacing the institutional model of care, with family care or in close proximity to the family environment in the community. Among the objectives of the reform is also to guarantee the right of every child to access quality care and community services according to their individual needs. The social infrastructure for children will be supported in accordance with the National Strategy "Vision for deinstitutionalization of children in the Republic of Bulgaria" with a horizon up to 2025 and The updated action plan for its implementation. The child accommodation in specialized institutions violates their rights guaranteed by international conventions to which the Republic of Bulgaria is a part (United Nations Convention on the Rights of the Child, United Nations Convention on the Rights of Persons with Disabilities) and leads to a limitation of their access to quality care and services. In this regard, Dupnitsa Municipality, according to the Community and Family Support Services Card and the Residence Services Card, intends to expand the activity and increase the efficiency of the provided services by restructuring / merging with existing services and transforming the Center for Social Rehabilitation and Integration in the Day Care Center for Support of Children with Disabilities and their families and to build a new Transitional Home for Children from 15 to 18 years of age, fully in line with the new model and corresponds to the Card community support services and family environment and the envisaged reforms of social legislation.
