Providing infrastructure for community social services for elderly people and people with disabilities /in accordance with the Strategic document for resident services and the Strategic document for community services/ on the territory of Ruse municipality: - one Care centre for people with mental disorders (CCPMD); - one Care centre for people with different types of dementia (CCPTD).

The project includes interventions on municipal property, with Municipal Property Act №5333 from 30.01.2008, consisting of land and building. The terrain is Zoned Property I, quadrant 338.1 under the plan of Ruse city, corresponding to property with identificator 63427.1.130 under Cadastral Map and Cadastral Register of the city of Ruse, with address Ruse, Vazrazhdane residential area, №108 Dorostol Street. The existing building is a complex of functionally connected massive two-storey building with basement and four massive one-storey outbuildings. The main building has over 100 years of history. It’s been remodelled, rebuilt and repaired many times as result of different use. Ruse Municipality envisages the two services – CCPTD and CCPMD to be individually designed and implemented in compliance with the requirements of the applicable legislation. Each one will consist of premises that are territorially and functionally integrated into separate sites with separate entrances designed to meet the users’ needs. The whole property – yard space and all the buildings will be used for the creation of the two services. The property has the necessary area to fully meet the functional requirements for building/establishing CCPTD and CCPMD. There is envisaged renovation of the building, outbuildings, fence and yard rehabilitation. In the preparation process of the project proposal, a request was made for applying individual review approach by the Standing Expert Working Group at the Interdepartmental High Level Group for Managing the Process of Deinstitutionalisation of the Care of the Elderly and the Disabled, proposing to situate the services CCPMD and CCPTD in the existing building of the closed Home for children deprived of parental care “St. Dimitar Basarbovski”-Ruse. It was reviewed and approved on 08.08.2018.
