Technical assistance for the realization of the Investment program of the Municipality of Blagoevgrad

Municipality of Blagoevgrad will perform the functions of Intermediate body on behalf of and in favor of the Managing Authority of OPRG 2014-2020, according to an Agreement signed to delegate functions in assessment and selection of projects under Priority Axis 1 "Sustainable and Integrated Urban Development" of OPRG 2014-2020. This project proposal will ensure resources within Priority Axis 8 "Technical assistance" OPRD 2014-2020, which Municipality of Blagoevgrad will meet its needs as beneficiary in order to the efficient implementation of projects under the Investment program, as well as the activities of its management and implementation, and activities as Intermediate body under Priority Axis 1, OPRD 2014-2020. Within this project proposal intends to develop a financial plan to insure remuneration of staff to implement the Investment program, the team of Intermediate body and external for the Intermediate body assessors, team who will manage and implement this budget line, providing the cover of expenses of an independent financial audit and activity of information and communication for this budget line. The team for implementation of the Investment program of the Municipality of Blagoevgrad consists of three employees, as their functions are clearly defined in the Investment program. Intermediate body in the municipality is composed of six employees of the municipality administration and is expected to attract three more external evaluators for expert evaluation for some of the project proposals, If it is necessary. The prepared financial plan does not exceed the specified resource for the Municipality of Blagoevgrad as a beneficiary under Priority Axis 1 of OPRD 2014-2020, each year will assess its implementation and will be updated in case of circumstances leading to a change in the necessary financial resources for specific activities.
