Budget line for the Municipality of Smolyan - beneficiary of Priority axis 1, Operational Programme "Regions in Growth" 2014-2020

The Municipality of Smolyan is a beneficiary under a procedure BG16RFOP001-1.001-039 "Implementation of Integrated plans for urban regeneration and development (IPURDs)", Priority axis 1 "Sustainable and Integrated Urban Development", OP "Regions in Growth" 2014-2020. The aim of the grant procedure is to support the implementation of IPURDs, oriented to sustainable and permanent overcome of high concentration of economic, environmental and social problems in 39 cities of 1st, 2nd and 3rd hierarchical level in accordance with the National Concept for Spatial Development in Bulgaria 2013-2025. The Municipality of Smolyan is a city of 3rd hierarchical level and its budget for the procedure is 20982924,62 lv. According to the implementation of the procedure, the municipality is in the same time a beneficiary and an Intermediate body (IB), and for this purpose was singed an Agreement between the municipality and the Managing Authority (MA) about the assessment and selection of the projects under Priority axis 1.According the Agreement and the guidelines was established Intermediate body for assessment and selection of projects in the Municipality, which was approved by the MA. The municipality will hire an external evaluators and assistant-evaluators for the assessment of the proposals. In connection with the IB funcioning and the evaluation process, the municipality will update its systems for financial management and control.By orders of the Mayor were formed work teams about the preparation of the Investment programme (IP) and the project proposals. The monitoring of the IP realization and the achieving of the middle and final aims, will be carried out by a team for IP implementation. This project proposal will support the improving the administrative capacity of Smolyan Municipality in order to implement its functions as a beneficiary, IB and local authority under Priority axis 1 and will provide the management and implementation of IP for the period until 2023.
