Reinforcement of the administrative capacity of Ministry of Youth and Sports for the successful implementation of the projects under Priority Axis 3 "Regional educational infrastructure" of OPRG 2014-2020

Ministry of Youth and Sports is a direct beneficiary under Priority Axis 3 of OPRD 2014-2020. Within the opened call three proposals were presented: "Repair and reconstruction of introducing energy efficiency measures for school sports Georgi Benkovski in Varna", "Repair and reconstruction of introducing energy efficiency measures and ensuring access people with disabilities to buildings sports school General Vladimir Stoychev and a dormitory in Sofia" and "Repair and reconstruction of introducing energy efficiency measures for school sports Major Atanas Uzunov and a dormitory in Ruse ". Experts engaged in the management of these projects must have sufficiant experience and qualifications for effective implemented of the planned activities and for achievement of the expected results. Due to staff turnover in the specialized administration of the Ministry and few of completed projects financed by the Structural and Cohesion Funds the applicant does not have enough experts with experience and qualifications to participate in the project management OPRD 2014-2020 and require further capacity improvement. Acrtivities proposed in this project proposal include organizing specialized training for the managing teams of the project proposals submitted under Priority Axis 3 of OPRD 2014-2020, which include study of best practice and experience of other countries in the implementation of operational EU programs and projects financed from EU structural and investment funds. Additionallyis it is planned to set up procedures for implementation and monitoring of the project, organized in manuals and checklists for each project in order to reduce the risk of mistakes and avoiding them PLanned provision to support teams with modern equipment will increase their efficiency, including during site visits.
