StaRe - a platform for identification and monitoring of state related enterprises

StaRe is a project for the research of a new ICT-based product that combines web-based resources, data mining methods and automated processing technologies, designed specifically to provide up-to-date, comprehensive and structured data on enterprises which, in one form or another, directly or indirectly (incl. via individuals), have confirmed relationship with state or municipal authorities, services or regulators. StaRE (State Related Entities) is a partnership between A Data Pro and VUM to utilize their existing expertise, experience and market access to conduct a series of applied research activities in order to develop a series of components and an operationally tested system to reach TRL 7. This includes the creation of the core dataset of SREs (locating original local sources, identifying specifics and definitions, mapping of content attributes and taxonomies), exploring the options for automated crawling, extraction and updating of the database, as well as researching the potential to use semantic technologies for automated media-based event identification to trigger the database enrichment and update. This R+D project aims to achieve a globally innovative product on the business intelligence market, which witnesses tremendous growth, driven in part by the governance, risk and compliance (GRC) segment, especially after KYC/AML regulations on measures against money laundering and terrorist financing were introduced by most developed nations. This has generated substantial and growing demand for global datasets of terrorists and criminals, data on political figures, sanctioned individuals and organizations, state-owned enterprises (SOEs) and regulated entities etc. The 18-months project envisages mainly Element A expenditures for remuneration of experts in Sofia and Varna and for purchase of content, necessary for the automation/semantic technologies research. It also covers external research of secret service agencies as one of the target market segments.
