Increasing the effectiveness and efficiency of the services, offered by the Commission of Consumer Protection /CCP/ to Bulgarian business enterprises

The Applicant (CCP) is a state commission, established with the Minister of Economy.It is a separate legal entity funded by the Budget and a sub-delegated authorising authority of the budget credits, domiciled in the city of Sofia.In 2015, by order of the Minister of Economy were created 14 sectoral and 12 joint conciliation commissions. The Conciliation commissions were established under the Law on Consumer Protection with the regional directorates of the CCP.The conciliation commissions are intended to assist in resolving disputes between consumers and vendors in connection with the warranty liability, the right of making claims for goods or services /their return/ and with respect to unfair terms in contracts, business practices and agreements, concluded by consumers.The conciliation commissions facilitate the amicable settlement of disputes between consumers and traders by making an agreement between the parties involved in the dispute. In order to implement its main objective,this project shall provide a set of measures to enhance the effectiveness and efficiency of services, provided by the CCP for Bulgarian enterprises.These measures shall include:A study to determine the needs and limitations of Bulgarian enterprises in the field of consumer protection;research of the experience and good practices of the member states of the EU and of the countries of the EEA with respect to services, provided to economic operators;training of members of the conciliation commissions and of the representatives of the target groups;providing conditions for the normal operation of the conciliation commissions, including the furnishing and equipment of facilities for the commissions to convene and work;creating mobile groups for prevention and support of Bulgarian enterprises on issues, related to consumer protection;conducting a broad campaign to promote alternative methods of dispute resolution; introduction of ICT solutions in the work of the CCP with economic operators,etc.
