Voucher Scheme for provision of services for informational and communicational technologies (ICT services) of micro, small and medium sized enterprises (SMEs)

This project has been developed in response to and in line with the objective of a procedure BG16RFOP002-2.015 “Support for SME’s growth through pilot implementation of voucher schemes by BSMEPA” - OPIC 2014-2020 and specifically, the specific objective and results of IP 2.2 “Capacity for SME’s to grow” from PA 2 “Enterpreneurship and Capacity for growth of SME’s”. The activities incl. in it are developed in a way that fully complies with the principle of effectiveness and efficiency, ensuring the achievement of the stated objectives, at the most appropriate cost-benefit ratio. In view of this the following 8 activities are identified in the project: Performing a vendor selection procedure who have demonstrated the capacity to provide at least 1 of the relevant ICT services, incl. in the group of services to which the respective vendor participates in the voucher scheme for the provision of ICT services to SMEs. Consultancy services for execution of the public procurement envisaged under the project and elaboration of documentation. Call for proposals from SMEs, applying for vouchers through the submission of project proposals through the UMIS 2020. Evaluation and ranking of eligible project proposals received from SMEs through UMIS 2020. Production and printing of vouchers for the provision of ICT services to SMEs. Providing proprietary vouchers for ICT services to SMEs. Monitoring and control over the provision of ICT services by supplier companies according to the voucher scheme implementation rules and verification of the activities and costs incurred by the suppliers in connection with the provided in the respective voucher. Organizational and management activities, incl. project audit and information and communication activities. Each of the activities has its own specific objectives, which contribute to the achievement of the project implementation indicators: the № of enterprises receiving grants and the № of enterprises receiving ICT services.
