The project implementation provides for the financing of activities in the field of forced return, to their country of origin or to a safe third country, of illegally staying in the Republic of Bulgaria third-country nationals who are subject to compulsory administrative measures. Financing includes the purchase of one-way flight tickets to the country of origin or to a safe third country, the issuing of visas, the provision of travel documents/laissez-passer to the foreigners who are not holders of valid documents, as well as the provision of a lump-sum assistance for any person who is subject to forced return under the Project. Where necessary, a possibility to cover costs incurred in relation to hospitalisation in the Medical Institute of the MoI has been foreseen. In recent years, the Migration Directorate has observed a growing number of third-country who refused to cooperate during the execution of their forced return. This situation requires the arrangement of escort by police officers. Where the foreigners are to be accompanied under escort by officers of the MoI (and medical staff if necessary), funds are foreseen for hotel accommodation in the transit country or in the country of final destination, which is to be specified in the order. Costs for the escort team include also: return flight tickets, visas, daily allowances, accommodation allowances and costs for internal transport within the countries of origin and the transit countries. Funds are foreseen to provide interpretation from and into rare languages for the foreign nationals accommodated in the Special Homes for Temporary Accommodation of Foreigners, in order to ensure the activities related to person identification and issuing of travel documents.
