Provision of funding for operational costs for SHTAFs within the Migration Directorate–MoI

The MD is the only competent authority at the national level responsible for managing the Special Homes for Temporary Accommodation of Foreigners (SHTAFs) receiving TCNs who are subject to identification, the purpose of the SHTAFs being to ensure the execution of the measures related to return or expulsion of these persons. The project envisages the following main activities: provision of funds covering costs for the electricity supply and water supply to the SHTAF-Sofia and the SHTAF-Lyubimets, as well as food costs for the accommodated TCNs. These three activities will be implemented according to contracts concluded after public procurement procedures have been conducted, in compliance with the Law on Public Procurements. An activity is also included to provide funds for additional security staff for both SHTAFs, with a total number of 40 persons. This activity will be implemented after approval of an additional staff of the MD-MoI for persons working under the employment relationship regime for activities provided for in Art. 140a of the Law on the Ministry of Interior, for the period of the project implementation. To date, activities related to the provision of funding for operational costs for the Special Homes for Temporary Accommodation of Foreigners within the MD have been part of three GAs funded under the AMIF emergency assistance mechanism, namely:  HOME/2016/AMIF/AG/EMAS/0029: 1.06.2016 – 31.10.2017 (18 mths);  HOME/2016/AMIF/AG/EMAS/0044: 01.10.2016 – 30.09.2020 (48 mths);  HOME/2016/AMIF/AG/EMAS/0046: 01.02.2017 – 31.01.2020 (36 mths). The activity related to the provision of funding for ensuring additional security staff for both Special Homes had been first implemented as part of GA HOME/2016/AMIF/AG/EMAS/0046. The implementation of this activity helps ensuring additional security of the third-country nationals accommodated in the SHTAFs, as well as preventing incidents among these persons.
