Renovation of equipment for technical examination of documents in RIFS - MOI

Through the implementation of this project proposal the technical means for document analysis in RIFS-MoI will be renovated. The technical examination of documents is performed by specialized forensic equipment and the results largely depend on its qualities. The use of non-destructive methods of document examination is particularly important. This preserves the integrity of the examined evidences, as they are important part in any judicial and pre-trial proceedings. A permanent priority of the document examination lab within in RIFS-MoI is to ensure the compliance of its activities with the Bulgarian Accreditation Service Executive Agency requirements for accreditation and with the requirements for competence according to standard BDS EN ISO/IEC 17025:2018. Technical means for document analysis in RIFS-MoI, which are currently in use, are significantly depreciated. Some of the equipment is obsolete and offers limited opportunities for document analysis. The upgrade of the legacy hardware/software, delivered in the period 1975-2005 is not economically and scientifically justifiable. Delivery of the new equipment will expand the opportunities for more in depth and comprehensive study and will provide greater objectivity of the conclusions. Respectively it will ensure higher quality grounding of the formulated expert conclusion in accordance with the requirements of the standard EN ISO/IEC 17025: 2018. The project target groups are the expert examiners of RIFS-MoI. The expected results are: - Purchase of 3 new specialized systems and the relevant additional equipment for detailed document examination; - Expansion of the opportunities for more in depth and comprehensive document study, higher quality and greater objectivity of the expert conclusion; - Increased capacity of the employees of RIFS-MoI working with the new equipment in the laboratory for technical document examination; - Maintain existing accreditation in accordance with EN ISO/IEC 17025:2018;
