Provision of additional temporary staff to participate in the SPO.

The specificity of the tasks carried out by the Structural Units of the CDBP to carry out effective border controls is directly related to ensuring the actions of the officers relevant to security, control and security at the borders of the country, increasing their mobility in the measures implemented to counter irregular migration and prevent highlighted threats to national security. In this regard, it is essential, in the fight against irregular migration, trafficking in human beings and cross-border crime in all its forms of manifestation, as well as in preventing threats to EU Member States, the CDBP authorities are ensured by the relevant number of security staff. In this respect, the structural units carrying out the monitoring of the state border as well as the BCCP should have a staff providing effective physical security at the border and quality implementation of the border checks carried out. The joint Specialized Police Operation of the Ministry of Interior for enhanced physical security at the Bulgarian-Turkish border engages a significant resource of forces and funds from the territorial structures of the CDBP. This circumstance of secondment of police personnel from the other structures at the Bulgarian-Turkish border creates significant difficulties in the organization of border controls in the respective RDBP. The persisting strength of the migratory pressure and high number of attempts for illegal crossing from the Republic of Turkey to the territory of the Republic of Bulgaria, as well as the active operational situation at separate borders of the Republic of Bulgaria (Bulgarian-Greek border, Bulgarian-Serbian border) require the maintenance of readiness at national level, in order to ensure reliable security at the borders of the country, respectively the external borders of the EU, such as the Bulgarian-Turkish border, as well as to counter the existing threat of migratory pressure at sea and the Bulgarian-Greek border.
