Establishing an Active Monitoring Center within the MoI system

The present project proposal will be implemented by Internal Security Directorate-MoI, which is the Police body with competence in countering corruption in police forces. The aim is to introduce anti-corruption measures to increase the MoI capacity to prevent crime by establishment an anthomised system for active monitoring. The active monitoring includes permanent audio and video surveillance, information exchange, access to data, control, information storage, operational analysis and evaluation,and proposals for appropriate measures. In order to achieve this objective, activities are planned for the establishment of an Active Monitoring Center within the MoI system, serviced by ISD-MoI and equipped with modern IT technology. The expected results of the project activities are: • Established a new Active Monitoring Center within the MoI system, which enhances efficiency and objectivity in the investigation of corruption offenses of police officers and counteracting crime. • Methodologically developed, operationally implemented and technically provided the anti-corruption measures: 1. Directly independent audio and video surveillance of police officers; 2. Constant remote control with internal operational communication; 3. Automated system for active monitoring within the Ministry of Interior. • Increased technical and operational ISD-MoI capacity for effective, objective and effective operational-search and information-analytical activity for prevention of corruption and other police officers’ criminal acts. • Enhanced security measures for citizens, police officers, as well as such during the EU Presidency of Bulgaria. The impact of the project results will be: Preventive and intersection action; Supporting the detection and investigation of corruption and other MoI officials’ criminal acts; Counteracting the crime. The introduced measures, through the new Active Monitoring Center, will favor the reduction of the corruption level within MoI.
