Establishing of a system for electronic exchange of information related to the use of SIMs

Establishment of a system of real time electronic exchange of information (The System), related to the use and the application of special intelligence means (SIM), The System consisting on the one hand of an organizer, administrator and central point – The State Agency for Technical Operations (SATO), and on the other hand of subscribers (points of access) – entities entitled to request the use of special intelligence means within the provisions of Article 13 of Special Intelligent Means Act (SIMA). The System will initially include eight points of access located in the General Directorate Combating Organized Crime, General Directorate of National Police, Sofia Directorate of Internal Affairs, Regional Directorates of Internal Affairs – Plovdiv, State Agency for National Security, General Directorate Border Police. The set-up of the System will allow for its further upgrade and expansion to make it possible to encompass all entities, entitled to the right to request the application of special intelligence means in accordance with SIMA. The main objective of the project is to ensure fast and efficient exchange of information between The System and The points of access; to increase the efficiency of applying special intelligence means and optimizing the activities of SATO in counter-acting serious and organized crime. The project proposal is fully in accordance with the general framework, set out in Regulation (EU) No 513/2014 of the European Parliament and of the Council of 16 April 2014 establishing, as part of the Internal Security Fund, the instrument for financial support for police cooperation, preventing and combating crime, and crisis management and repealing Council Decision 2007/125/JHA. It can be expected that as a result of applying modern information systems and technologies it will become possible to increase the effectiveness of counter-acting serious and organized crime.
