The Systems for External Artificial Lighting (SEAL) are part of the architectural appearance and engineering infrastructure of the settlements and are intended to provide a safe and comfortable light environment during the dark part of the day for locals, workers and visitors or transit persons. Modern technological solutions to ensure such an environment can be implemented with a significant reduction in energy costs, which will help the achievement of national energy efficiency targets and reducing the greenhouse gas emissions. Street lighting is one of the major energy consumers in the municipalities, which has influenced the growth of energy consumption in recent years. The implementation of energy efficiency measures will ensure better living conditions for citizens, light comfort, crime prevention and a higher quality of living environment. The project proposal aims at implementing an energy-efficient reconstruction of the existing SEAL in certain key areas on the territory of Sofia Municipality, using the most cost-effective technically and economically feasible solutions for the practical application of energy-saving measures and improving the efficiency of operating industrial systems including major thoroughfares and boulevards. Included key boulevards as follows: • Southern Arc (SOP) - from the circular Arena-Mladost to “Tsar Boris III” Blvd .; • Blvd. "Tzarigradsko shosse" - from Road junction (7 km) to Southern Arc, East Tangent, Trakia Highway; • Blvd. "G.M.
