Improvement of the efficiency of the police activity in the field of domestic and gender-based violence

The project will address mainly Programme Area 20 by combining measures to improve the capacity of the Bulgarian police to respond to cases of domestic violence and gender-based violence (DGBV) and to develop effective policies to combat this type of human rights violations. The project also targets activities aimed at improving the situation of the Roma population. The main activities are elaboration of an Algorithm of risk assessment on recognition of DGBV cases and the attached Protocols; training of police officers from GDNP and Regional Directorates (RD) of Ministry of Interior for implementation of risk assessment on DGBV cases, including on combating stereotypes in Roma communities; trainings for police officers in protection of victims of DGBV; exchange of information with different stakeholders for gathering best practices and relevant data to be considered in the frame of elaboration of AIS; elaboration and hardware delivery for AIS "Domestic Violence and Gender-Based Violence" for entering, processing and storage the data related to DGBV including 3-year hardware guarantee. The establishment of AIS will allow police officers to react more adequately and quickly to all received signals for domestic violence incidents - to have opportunity for risk assessment before going to the place of domestic violence incident; to apprehend immediately the perpetrator; to receive information in advance on the possible possession of fire-arms by the perpetrator. These activities will lead to raising the awareness on the acts of domestic violence; more visible and accurate reporting, available statistical data and exchange of information related to domestic and gender-based violence cases. The project activities also contribute to programme outcome by improvement of the GDNP, Metropolitan Directorate of Interior, RDs and other stakeholders institutions and organizations capacities for work on cases of DGBV and also improvement in situation for Roma population.
