Enhanced capacities of Bulgarian authorities to recover and manage criminal assets

The project will enhance the capacity of CACIAF staff to conduct anti-corruption investigations and to track assets from criminal activity, especially in cross-border cases, it will contribute to the development of CACIAF contacts with international partner networks in order to accomplish seizures abroad and participation in joint investigation teams. The project will allow the CACIAF to carry out effective bilateral cooperation with foreign authorities by seizing assets on behalf of partner services. The project envisages strengthening the institutional capacity of the CACIAF by providing the necessary technical resources to carry out anticorruption activities, exchanging experience and good practices in the management and recovery of secured assets, as well as interaction and cooperation between similar international structures for the transfer of knowledge and experience. The trainings for recovery of assets acquired through criminal activity will be conducted after the development of a curriculum/plan prepared jointly with representatives of Bulgarian universities possessing the necessary qualification in this field. The main activities of the project include study visits for exchange of experience, specialized trainings, building a regional criminal asset recovery platform organized in the Republic of Bulgaria with the participation of mainly Southeast European countries, providing technical resources for improving and expanding the CACIAF security communications infrastructure through additional network encryption components - TEMPEST and other hardware devices that will facilitate the CACIAF’s communication capabilities by providing a secure information flow of sensitive data.
